Putin: War in South Ossetia designed to help US Presidential candidate

Путин: Война в Южной Осетии была выгодна неким силам в США для создания преимуществ одному из кандидатов в президенты

Russian Prime Minister Vladimir Putin does not exclude the possibility that the Georgian-South Ossetian conflict could have been provoked by certain forces in the US in order to give one of the presidential candidates an advantage. Putin expressed his opinion in an interview with CNN.

"If my guesses turn out to be true, then there is the suspicion that someone in the US specifically created this conflict with the aim to aggravate the situation and give an advantage to one of the US Presidential candidates in this competitive election," stated Putin.

US Ambassador supports Russia's move

Посол США в России сдвигает границы грузинской агрессии

US Ambassador to Russia John Beyrle believes that Russia was absolutely well founded in its decision to respond to Georgian attacks on Russian peacekeepers, which the US had tried to dissuade Georgia from doing "up until the last minute." His point of view contradicts Washington's, which from the very beginning characterized the conflict in South Ossetia as Russian military aggression against Georgia. "We see that the Russian army was well founded in its response to attacks on Russian peacekeepers in South Ossetia. But now these forces have crossed onto Georgian soil, and the territorial integrity of Georgia is under threat. Now we are encouraging Russia to abide by the agreements of the ceasefire and withdraw its forces from Georgian territory," stated the diplomat in an interview with "Kommersant."

In Beyrle's opinion, there is a role for international peacekeepers in South Ossetia, but that this should occur at a later stage. "Now it is important for Russia to abide by the 6-point peace plan, which was signed by all parties of the conflict. The sooner Russian forces head for their pre-conflict positions, the sooner we can introduce international observers into the conflict zone, and thereby international peacekeepers, and then we can begin to settle the conflicts," added Beyrle.

The diplomat believes that the process of resolving the conflicts between Georgia and South Ossetia and Abkhazia "should begin with the recognition of the territorial integrity of Georgia within the limits of its international borders." At the same time, he added, "the principle of self-determination of nations should also be considered."

However, Beyrle believes that the conflicts in Georgia cannot be resolved according to the principles of Kosovo. "Our position is that Kosovo was a special case which cannot serve as a precedent," he emphasized. Concerning the December NATO summit where Georgia's request to recieve Membership Action Plan (MAP) status will be considered, the ambassador noted that the decision will rely heavily on how Russia respects its promises and how soon it withdraws its armies. "Georgia's performance will also play a role."

Beyrle is confident that the conflict in Georgia will not seriously affect economic ties between Russia and the US and will not harm Russia's prospects of joining the WTO.

According to the Commander-in-Chief of the Russian Federation Dmitry Medvedev, all Russian military units, making way for an international peacekeeping contingent, will begin to withdraw from Georgian territory to South Ossetia on August 22 at 6 am.

Nogovitsyn: US continuing double standards

Наговицын: США продолжают политику двойных стандартов

To Anatoliy Nogovitsyn, Deputy Chief of the General Staff of the Armed Forces, the position of the US when it comes to delivering humanitarian aid to victims of the Georgian-Ossetian conflict is just amazing. As an IA Regnum correspondent reports, Nogovitsyn noted that the US sent humanitarian aid only to Georgia, "even though it was agreed at a meeting with the US Ambassador to Russia that Washington was ready to consider the possibility of sending humanitarian aid to the people of South Ossetia." "They have suffered more. We regard the actions of the US as a continuation of political double standards," said Nogovitsyn.

On August 20th, US President George Bush stated that the US "would continue to support Georgia" and provide Georgia humanitarian aid. According to Bush, Georgia defended freedom in the world, and now it is time for the world to defend freedom in Georgia. The US army will continue to help bring humanitarian aid to victims, he said.

Expert: Georgia spent twice as much on the war than Russia

Эксперт: Грузия тратила на войну в два раза больше России

The total outflow of capital from Russia during the period of military activities in South Ossetia amounted to $7 billion, said Russian Finance Minister Alexei Kudrin to reporters. "$6 billion on Friday (August 8th) and $1 bllion on Monday (August 11th) -- this was currency which left Russia," said Kudrin.

The newspaper "Труд" ["Labor"] has estimated the cost of the war. Based on world market prices for weapons, the cost of one tank shell is $200, one artillery shell - $150, one grenade - $8, one thousand automatic rounds - $30, "Smerch" ["Tornado"] rockets - $2000, one aerial bomb - $3000. According to experts from the Center for the Analysis of Strategy and Technologies, the greatest expense of the military operation in the Caucasus was fuel -- no less than 1.2 billion rubles [~$49 million] a day.

Georgia lost no less than $200 million per day. But there is an important nuance. The Georgian military is funded entirely by the US: in 2007, Georgian military expenditures totaled $1 billion. Georgia does not have that much of its own money. It is also widely known that their purchases of military technology and weapons are not made at world market prices, but at a 50-80% discount. According to the experts, Ukraine, for example, sold Georgia the modern Su-25 planes (under Georgian classification, "Mimino") for $3 million, while their real price is $8-10 million.

"2 billion rubles per day -- this is the minimum that Russia paid for the war," Ruslan Pukhov directr of the Center for the Analysis of Strategy and Technologies told "Труд." Accordng to Pukhov, these are purely military expenses, but there are also expenses from providing humanitarian aid, which also come from the Ministry of Defense: evacuation and accommodation of refugees, their supplies, and medical aid. "However, our calculations follow the guidelines of standardized international methods," specified the expert. "This, for example, is the cost of putting a plane in the sky, the daily use of a tank, and of infantry fighting vehicles and ships, and fuel expenses."

Russian MFA regrets US not recognizing real reason for the tragedy in South Ossetia

МИД РФ сожалеет, что США отказываются признать реальную причину трагедии в Южной Осетии

"Here in Moscow, we paid very close attention to US President Bush's statement made on August 13th at the White House on the situation in the South Caucasus. First of all, we would like to emphasize that we welcome his expression of support for the agreements which were drawn up with the participation of French President Nicolas Sarkozy. These agreements, the very first of which calls for a cessation of all military activities, have already been signed by South Ossetia and Abkhazia. Georgia has still not put its signature to them," said Andrei Nesterenko, an official representative of the Russian MFA, commenting on Bush's statement on South Ossetia.

"With regards to the president's comments declaring the US's intention to assist the victims of the conflict, this move, of course, is justified in light of the scale of provocation by the Georgians in contribution to this humanitarian tragedy, one which the international community should not remain indifferent to. Russia has already prepared a large scale operation for overcoming the consequences of this humanitarian catastrophe and will ensure that humanitarian aid is delivered to all who are in need. It's frustrating, however, a pity, that America still refuses to recognize the real reason for what has happened, which is that M. Saakashvili's regime, in violation of all international obligations, unleashed war against the South Ossetian people. Russia, who helped stop this war and compel the Georgian authorities to agree to peace, grieves for the victims of this conflict, honoring the memory of everyone who paid the terrible price for the criminal campaign of M. Saakashvili's regime. We can't forget that the responsibility for what has happened also lies with those who, for the sake of their own political goals, over the course of many years armed and trained the Georgian army and fostered a complex of permissiveness and impunity in Tbilisi." The above is from a statement released to IA Regnum by the Press Department of the Russian Ministry of Foreign Affairs.

"We recognize that the US in all of its efforts from the point of view of establishing peace in the region will demonstrate a responsible approach and real interest in overcoming the difficult humanitarian consequences of the Georgian agression against South Ossetia. It is especially important to abstain from any steps which would be interpreted directly or indirectly by the Georgian government as encouragement for its vengeful ambitions and which could bring about a second tragedy. And, of course, it is necessary to be sensible in assessing the real facts, instead of the duplicated illegible fabrications which come pouring out of Tbilisi. The tragedy in South Ossetia must not be repeated. We expect all of our partners to be responsible and genuine in their wishes not to allow new bloodshed in the South Caucasus. In this region where Russia has historically played a specal role, our purposes are clear and transparent. Using all resources that are available to us, we will succeed in maintaining peace, stability, and well-being for a long time in this region," stated Alexander Nesterenko.

Expert: US intervention in South Ossetian conflict would mark the beginning of World War III

Эксперт: Вступление США в конфликт вокруг Южной Осетии стало бы началом третьей мировой войны

US intervention in the conflict surrounding South Ossetia would turn into a nuclear standoff. The comment was made by political scientist Alexander Dugin, leader of the International Eurasian Movement, during a live broadcast on O2TV in response to a question about the possibility of US intervention.

"In reality, it would be the beginning of World War III, a nuclear standoff, over these countries--Georgia, Ossetia, and Abkhazia--which America has no need of. They are very minor, peripheral, energy resource-deprived, and, as a matter of fact, they weren't planning on fighting for the sake of this swamp, these backwoods. Moreover, they recognize Russia as a regional power and want to give it to us in the nose in order to demonstrate that we're dung, and not a regional power, but in doing so, they are officially recognizing us. And they wouldn't stop to enter into World War III just to show that we are a "regional power, but not a very strong one, a sovereign country, but not quite." So, all of it was a bluff. They could try to threaten us, but in reality they haven't done anything. This hasn't happened yet because they depend on us in Afghanistan, you see; if we were to block deliveries of arms and equipment through the corridor, which only we control, then the situation would blow up. So even if the Americans were crazy, and they are not crazy, they wouldn't begin World War III. That is why in this respect, we are only at war with Saakashvili and the technical means which were already there. And other matters we'll deal with as they appear..." said Dugin.

Alexander Dugin noted that "during the conflict, military equipment from the US was brought there through Turkey and Ukraine. It's been proven beyond doubt, and we have the proof." "It's all been recorded, documented," he added.

"America is a rational country, and it can't show that it is handing over Saakashvili, even though they have supported him and stood by his side during this crime, expecting that Russia won't respond... But the most important and basic thing to remember is that a third world war and America's participation in this conflict was excluded from the very beginning, and our strategists knew it," stated Dugin.
